Police said the attacker attended the small gathering in the back yard of a house but was upset and left. Then he returned and started arguing with other partygoers before shooting and injuring a person whose injuries were not life threatening.
When the partygoers started chasing, the gunman turned and shot them.
They started throwing bricks at him, police said. At some point the shooter either fell or was brought to the ground, but kept firing.
Three people were shot dead in the persecution. One was killed, two were injured and are expected to survive, police said.
Officials said they are continuing the investigation and the handgun believed to have been used by the shooter has been seized.
